The challenge
Non-communicable diseases such as heart disease, diabetes, obesity and cancer are the leading cause of death worldwide, accounting for 71% of all deaths. Most health systems were built to react, treating patients once symptoms appear and then absorbing the mounting cost of chronic illness that earlier action might have averted.
That model strains budgets and workforces and reaches people unevenly, leaving the most effective prevention available only to those already able to seek it out. Preventing disease across a whole population before it appears demands something that fragmented health records cannot provide: a single, real-time picture of how risk is building across millions of lives.
The initiative
Abu Dhabi's starting point was treating prevention as infrastructure rather than a service. Before any predictive platform could work, the emirate needed its data in order. The Department of Health built an Intelligent Health System that integrates medical records, insurance data, genomics, and environmental and lifestyle information within a fully sovereign, privacy-protected ecosystem. It's governed by the principle that preventive care must be scalable to function as a public good rather than a privilege of the few.
Two connective platforms underpin the AI platform: Malaffi, a health information exchange that links the emirate's public and private providers in real time, and the Sahatna app, which turns personal health data into prevention prompts for more than 800,000 residents, approximately 19% of Abu Dhabi’s population.
The platform itself draws that data into a unified digital twin of the emirate's health ecosystem. Policymakers and clinicians can see how risk is distributed across the population, predict where disease will emerge and simulate interventions before committing resources. The same intelligence shapes public health campaigns, food and fitness environments, and policy, acting upstream of illness rather than downstream.
The logic is a reversal of conventional health system design. Rather than waiting for patients to present, the system models a whole population's health in advance. In August 2025, that capability enabled comprehensive newborn genomic screening for more than 800 preventable conditions, identifying three infants with genetic disorders in the first month and allowing treatment before any symptoms appeared.
Early results and transformative potential
Abu Dhabi's prevention-first approach is already showing traction. Its annual screening programme reports some of the highest early-detection rates globally, and the Emirati Genome Programme has sequenced more than 850,000 genomes to inform earlier, more targeted care. In 2025, the World Economic Forum recognised Abu Dhabi as a rising leader in digital health.
In January 2026, the World Economic Forum and Abu Dhabi's Department of Health co-published a white paper positioning the emirate’s model as a global blueprint for intelligence-driven health systems. The open question is transferability: how a model built on sovereign data infrastructure and near-universal coverage can be adapted by health systems with messier data and looser integration, and whether the underlying logic (prevention as shared infrastructure) can travel even when the conditions cannot.
