The challenge
In many labour markets, jobs and workers sit side by side yet stay invisible to one another. India shows the problem at scale: more than 80% of jobs are advertised offline, on wall posters, trees and informal WhatsApp groups. That leaves hiring slow, costly and unreliable. Filling a role can take six to twelve weeks, and sourcing each candidate often costs more than ₹1,000 in advertising, screening and verification that has to be repeated every time a vacancy reopens. For workers in informal and semi-formal employment without a digital CV, the result is repeated trial and error, and for nearby employers, a talent pool that remains out of reach.
The initiative
The Blue Dots project starts from a simple observation: jobs and workers exist side by side, but without a shared way to find each other, too many of the right people and the right opportunities never meet. Blue Dots runs on ONEST, India's open network for employment and skilling, from the same family of open protocols behind Aadhaar, India's national digital identity system, and UPI, its open payments network. On it, workers, employers and training institutes appear as verified 'blue dots' on a live local map, much as shops or petrol stations show up in a navigation app.
The design lowers the barrier to taking part. A job seeker can build a profile through simple voice tools, speaking rather than typing, with no CV and no complex app to install. Local institutions do the verification: in early pilots in Karnataka, college principals and placement officers vouched for listings, and volunteers went door to door signing up small businesses. Because the network is open, many services can plug into it instead of competing as closed platforms, which is what lets a listing posted in one place reach a worker searching in another.
The reframing is the radical part. Employment becomes public infrastructure, a shared utility for jobs in the way UPI became a shared utility for payments. Instead of digitising one company's hiring, the project builds infrastructure that any employer, trainer or platform can use, and it reaches workers whose skills had no digital trace at all.
Early results and transformative potential
In the first district trials, hiring time fell from weeks to under 24 hours, and the cost of sourcing a candidate dropped by about 90%, from ₹1,000 to roughly ₹100. The infrastructure is already spreading to further districts across India. Projections put the potential at around USD 5.4 billion in hiring efficiency if the model scales nationally, and governments in Brazil, Kenya and South Africa have begun to take interest. Since launch, the Blue Dots model has expanded beyond employment into farming, education, tourism, and small-business growth, each a new application of the same open-infrastructure principle.
