The Government of India’s Capacity Building Commission partners with Apolitical to launch AI training for public servants

London, 8 July 2025 — Today, Apolitical released The Government AI Campus in Action: Lessons and Stories from the Global Movement to Build AI-Ready Governments, a new report showcasing the first phase of the AI Campus’s journey to equip one million public servants with the skills to build AI-ready governments.

The new report charts the Campus’s impact in its first two years, as it builds the foundations for AI-ready governments around the world. It features inspiring case studies from public servants around the world about how the Government AI Campus is catalysing change on the ground — shifting mindsets around AI, building new skills and capabilities, and delivering better outcomes for citizens – from Brazil to Kenya. One such story features Daniel Rosero from the Development Academy of the Philippines, responsible for leading capacity-building projects aimed at transforming how local government units use data and digital tools. Daniel and his team are using the AI Readiness Check (ARC) tool to benchmark their team’s AI readiness and focus and structure their preparations for using AI in government.

Launched in July 2023 with the support of founding funders Google.org and the Rockefeller Foundation, the Government AI Campus has quickly become the leading global platform for public servants to build the skills, networks and confidence to lead in the age of AI. Purpose-built for government, the Campus is a trusted hub for developing AI-ready public sector institutions.

Through expertly designed and free online courses, public servants can build practical skills for understanding and responsibly harnessing AI’s potential at scale. The first four live AI Campus courses are available in 11 languages — English, French, Italian, Spanish, Portuguese, German, Polish, Bahasa Indonesia, Japanese, Arabic and Korean — with customised learning supported by an AI Course Assistant. The Campus includes tools like the AI Readiness Check which is free and available to all public servants as part of the AI Campus, with over 4,000 public servants around the world having taken it already.

Two years of data and research undertaken via the AI Campus tell a clear story: momentum is building, but public servants - from the leadership down - need much more tailored training, guidance and tools to turn early interest, pilots and experimentation into lasting impact that delivers for citizens. Top insights from the AI Readiness Check data (June 2025) include:

• Although 92% of AI “Implementers” (public servants responsible for the design and implementation of AI technology into their organisation’s policies, processes and services) report experimenting with the technology, only 37% have learning plans in place. The AI Campus is closing this urgent gap for public servants through tailored courses, global peer communities and resources like the AI Readiness Framework.

• Notably, only 32% say they are familiar with ethical frameworks for safe AI, reflecting the risk of avoidable missteps as governments start to implement AI at scale.

• Conversations, qualitative research and data from the AI Campus reflect that senior government leaders project confidence in public but in private are often grappling with uncertainty. They don't know where to start, what to scale and how to make their organisations ready for safely and rapidly starting and scaling. The Campus is responding by developing practical tools and frameworks like the Essential Action Plan for Leaders and the AI Readiness Check to unlock AI impact.

• AI pilots and experiments are growing across governments, but scaling impact demands strategy, upskilling and shared infrastructure. Although 72% of government leaders who completed the AI Readiness Check say they’ve run AI pilots or plan to in the next 12 months, 51% say they do not have an AI adoption plan in place. The Campus, built for public servants and by public servants, is designed to support public servants in meeting this need.
