The Career Development Community is a collaborative space designed for conversations, insights, ideas and resources on career development in government from your peers across global public service. This community is open to all Apolitical members.
Event Description
Career progression rarely happens without connections. The relationships you build at work can significantly affect the opportunities that come your way and who will support you when you pursue them.
In government, job opportunities are often shared through conversations that cut across teams, divisions and departments; so relationships really matter. Strong connections with colleagues can help you build visibility (and trust), as well as providing advocates when you are ready for a promotion.
In this session, we’ll show what relationship building looks like as a career skill you can use every week. You’ll learn how to focus on the most impactful connections, strengthen your reputation through consistent actions and signal your readiness for a new role.

Justine Reynolds, a Policy Analyst, Enterprise Transformation at Shared Services Canada. Prior to this role, she was the Departmental Liaison Advisor in the Deputy Minister’s Office at Housing Infrastructure and Communities, and before that, she was on secondment for 2.5 years as the Senior Advisor for the Federal Youth Network housed at Indigenous Services Canada. Justine currently co-leads the interdepartmental Mentoring Community of Practice, for cross-collaboration of Mentorship programs and opportunities across the GC, launched in 2022. She joined the public service 14 years ago, originally as a co-op student through the University of Ottawa. She has worked in a number of federal government departments including the Department of Fisheries and Oceans and the Canadian Coast Guard, Correctional Services Canada, and Statistics Canada.
Rachael Carr, the Ministry of Justice’s Head of Leadership and Line Management. She has held senior people roles across a range of sectors, including aerospace, cultural relations, food and funeralcare. Rachael is passionate about creating environments where people can flourish, and is known for building inclusive, collaborative, high‑performing leadership and learning cultures. She is an experienced leadership facilitator, executive coach, mentor, and conference speaker.
Ciaran Carolan, Program Manager at ICAO, the International Civil Aviation Organization, a United Nations Specialized Agency in Montreal, Canada. He coordinates a global community comprising governments, international and regional organizations and the private sector in his work to steer an international program facilitating cooperation in the area of border management and travel. With 18 years of experience in international settings, he is accustomed to building relationships with diverse stakeholders to advance priority initiatives and drive progress.
