Denys Nazarenko, works at the intersection of digital resilience, public-sector strategy, and international cooperation. As CIO Advisor at Kyiv City Council, Denys focuses on building practical digital services that continue to operate under pressure and strengthening systems that residents can trust when reliability matters most.
Matt Horn, is serving in the first year of his term on the Board of Directors for Engaging Local Government Leaders (ELGL); a volunteer-run, membership-based nonprofit organization with a mission to engage the brightest minds in local government. ELGL is focused on breaking down silos within public service, and helping future public servants break into the profession. Matt is currently the Director of Strategic Growth for MRB Group; a placemaking and local government services firm, supporting communities in infrastructure, design, economic development, and planning. He has served in senior local government leadership roles across the U.S., including City Manager for Geneva, NY; Director of Operations for Sandy Springs, GA; Assistant City Manager for Beaufort, SC; and Economic Development Analyst for Staunton, VA.
Sian Rogers, leads Calderdale Council’s partnership with the voluntary sector, driving their Inclusive Economy Strategy, strategic community-led regeneration programmes and their approach to tackling the cost of living. Sian is a passionate advocate for the power of communities and proud to be a board member of Locality, helping amplify this work nationally.
