The Adaptive Policymaking Community is an online space for policy practitioners worldwide to explore, develop, and implement flexible policies that adapt to changing needs and disruptions.
Event Description
In a fast-moving, interconnected world, static policies and programmes are less effective than ever. Citizens and stakeholders expect government to act in a way that is responsive to a changing environment. This is what adaptive policymaking can achieve.
But how does it actually work in practice? And where is it best employed?
This virtual event featured fascinating case studies in applying adaptive principles in policymaking, shared by champions and experts in the field. They explored how they have solved complex problems by introducing dynamic elements to their policies.

Rojda Tosun, a pioneering legal professional and visionary leader in the field of legal design, is committed to advancing social cohesion and equity through innovative approaches to law and policy. As the founder of PublicLegalDesign, she has created a platform dedicated to driving legal innovation and transformative change, making legal systems more accessible and responsive to the needs of all people. Notably, she led the redesign of policy frameworks under the German Chancellery, introducing the PublicLegalDesign methodology that has since become a cornerstone of modern lawmaking. Her recent collaborations with German Federal Ministries and the United Nations have further demonstrated her ability to empower public servants with tools and strategies that enhance public engagement in the legislative process and improve accessibility to legal services and documents. In addition to her work in legal innovation, Rojda is a co-founder of the Bundeskonferenz der Migrant*innenorganisationen and several other NGOs focused on social cohesion, diversity, and inclusion. Through these efforts, she has been a powerful advocate for social justice, shaping national and international discourse on equity and human rights. Rojda's extensive experience and impactful contributions across legal, governmental, and social spheres underscore her unwavering commitment to advancing justice and inclusivity, reshaping the legal landscape to better serve all communities.
