Daniel Quan-Watson, previously Deputy Minister (Permanent Secretary) for the Government of Canada for nearly 15 years, handled some of the most demanding and challenging files facing Canada’s public service. Daniel has been responsible for negotiating and resolving conclusions to civil disruption and blockades, armed protests, collective bargaining agreement with 300,000 public servants for a total payroll of $28 billion, Treaties with Indigenous peoples, multi-billion dollar litigation settlements and major commercial leases and arrangements. Daniel speaks frequently about the importance of recognizing the unique dynamics that affect negotiations undertaken by public entities and the risks of public servants failing to do so.
Perry Walker, a civil servant in his twenties and thirties, including a spell as the most underworked person in the Treasury. He spent the rest of his thirties as the Assistant Finance Director at the John Lewis Partnership. He then joined the New Economics Foundation, later co-founding Talk Shop, his current organisation. At these last two, he has mainly been developing the ideas of win-win democracy, currently via a discussion format called the Win-Win Workout.
