The Collaborative Policy Delivery Community is a space to share insights and best practices, and work together to deliver better public services for citizens.
Event Description
Meaningful change relies on the ability of policymakers and delivery teams to collaborate seamlessly. Yet, too often, these groups operate in silos, leading to misalignment and inefficiencies.
At this event, we were delighted to be bringing policymakers and delivery teams together, to practically discuss how to bridge the gaps and make government more impactful. During the candid discussion we heard expert insights and a ‘what we wish they knew’ perspective shared from our panellists.

James Reeve, who has spent over a decade in public service, with his most recent role as Head of Digital at the Department for Education. There, he set up five user-centred portfolios, to blend policy and delivery, and building specialised, long-lived service teams. As a co-founder of the OneTeamGov movement, James has been a driving force in getting public servants to break down silos and work together more proactively. This initiative has been all about uniting policy, operations, and delivery with a strong focus on building the Civil Services' tech, data, and digital skills. Now, as Chief Client Officer at TPXimpact, James is on a mission to create new innovative partnerships that bring the best skills and techniques from suppliers to the table, helping the government tackle its toughest policy and delivery challenges head-on.
Lisa McGuinness, who began her career at HMRC, had a number of roles across operations, transformation and leadership before joining the Scottish Government’s Marine Directorate as Deputy Director. Making the leap to the centre of Scottish Government as the Permanent Secretary’s PPS she is now Director for the FM’s Strategy and Delivery directorate, and the Head of the Operational Delivery Profession.
Alice Goldman Whitehead, who worked in policy roles in a few UK government departments before getting bitten by the digital transformation bug. Inspired by her time at GDS, she has played a role in the growth and maturity of government digital for over five years, with a particular focus on design and service ownership. Currently, she is working in the Central Digital and Data Office in the UK government. She is an enthusiastic advocate for user-centred policy design and a founding member of the central government UCPD community.
