Public service delivery in Kenya, whether from government entities or civil society organisations, often grapples with challenges stemming from siloed approaches and fragmented efforts across sectors. This fragmentation hampers the effectiveness of policymaking and implementation, resulting in suboptimal outcomes in addressing complex social issues. The consequences of inadequate collaboration among stakeholders include duplicated efforts, inefficient resource allocation and limited impact on pressing societal challenges. In today's interconnected world, addressing complex social issues such as violence against women, economic empowerment and climate change necessitates collaborative efforts across sectors and stakeholders. As a MEAL practitioner working in a National NGO in Kenya, I have had the privilege of witnessing firsthand the transformative power of cross-sector collaboration in driving sustainable development and enhancing public service delivery.

The solution lies in fostering collaboration and partnership-building efforts that integrate diverse perspectives, resources and expertise. By bringing together government agencies, civil society organisations, private sector entities and communities, we can create synergies, leverage collective strengths and drive more effective public service delivery and policy outcomes.

Lessons from Kenya

In Kenya, we have undertaken several collaboration initiatives, primarily focused on Gender Equality and Women Empowerment (GEWE), yielding promising results. One exemplary initiative involves our partnership with government agencies, local NGOs, CSOs and community leaders to combat violence against women. Through this collaboration, we have pooled resources and expertise to provide comprehensive support services to survivors, strengthen legal frameworks, mobilise grassroots movements for just climate action and advocate for increased representation of women in leadership and decision-making spaces.

This collaborative approach has significantly enhanced public service delivery in our areas of focus. For instance, survivors of gender-based violence now have access to comprehensive support services, legal aid and community resources, leading to increased reporting and improved outcomes for survivors. Moreover, our efforts to promote women's economic empowerment have resulted in tangible improvements in livelihoods, financial inclusion and entrepreneurship opportunities for vulnerable and grassroots women.

The modern public servant in government or civil society embodies adaptability, collaborative leadership, data literacy, ethical integrity and effective communication as essential traits to navigate the complexities of governance and effectively serve the needs of the community. These traits are not only fundamental for addressing current challenges but also for shaping a more inclusive, equitable and sustainable future for all.

Strategies for effective collaboration

Ensuring effective collaboration between policy and delivery in government necessitates the implementation of several strategic approaches. Firstly, integrated planning and coordination are paramount, involving the alignment of policy formulation with service delivery goals and objectives through comprehensive planning processes and robust coordination mechanisms. Secondly, the establishment of interdisciplinary teams and task forces are essential, comprising policymakers, service delivery experts and stakeholders to facilitate seamless communication and bridge the gap between policy design and implementation. Thirdly, the implementation of robust monitoring and evaluation systems is crucial, enabling policymakers to track policy implementation progress, measure outcomes and identify areas for improvement to enhance service delivery effectiveness.

Furthermore, capacity building and training initiatives are indispensable, providing policymakers and service delivery personnel with the necessary skills and understanding of each other's roles, responsibilities and perspectives to foster collaboration and synergy. Lastly, establishing feedback mechanisms and platforms is vital, allowing stakeholders to provide input, share experiences and offer suggestions for continuous improvement in policies and service delivery processes. By employing these strategic approaches, governments can enhance collaboration between policy and delivery, improve service delivery effectiveness and ultimately, better meet the needs of their constituents.

Lastly, assessing the alignment of career advancement with your personal values, aspirations and long-term goals serves as a vital compass, ensuring that your professional trajectory resonates with your individual journey and aspirations for the future. By considering these indicators holistically, you can navigate your career path with clarity and confidence, making informed decisions about the next steps in your professional journey.

The best piece of career advice I've received is to embrace change, remain adaptable and never stop learning. I include the following footnote in my personal email: “Evaluation is not an end in itself but a means to greater effectiveness if you know how to capture learnings and adapt to them.” It is my mantra as a MEAL practitioner and in today's dynamic and fast-paced environment, success often hinges on one's ability to adapt to new circumstances, navigate challenges and seize opportunities for growth and development.
