Thailand improved conditions in the slums of over 300 districts by giving residents control over renovations and planning. Through the Baan Mankong ("affordable housing") program, slum dwellers were given low-interest loans and long-term leases if they could form community planning organisations and come up with sustainable plans for redevelopment. Thanks to the program, the percentage of the population living in durable buildings rose by nearly 20%, even as migration to cities rapidly increased.
