Opening up: How to strengthen the civil service through external recruitment

For the past 50 years governments of all stripes have recognised that the civil service’s failure to attract the right external recruits has made it less effective. But little progress has been made. The most recent evidence was new figures that showed the number of senior civil servants recruited externally fell from 20% in 2019-20 to 18% in 2020-21. This report provides a concrete blueprint for how this thorny, long-standing problem can finally be solved in practice.
