Apolitical interviewed 22 experts to gather diverse perspectives on capacity and capability-building in government. The experts are affiliated with or work within governments in 10 countries, from Argentina to Canada to South Africa. These interviews shone a light on a recurring theme: HR is key to making governments more effective, but it’s not always viewed as a strategic lever.
