How ARC can help your work in government
We know that public servants are eager for training and guidance around AI. Our global surveys show that 60% of public servants are using generative AI tools at work but only 35% have received any guidance on how to use them, and just 15% have had specific training. And it's not just public servants on a steep learning curve — government organisations are also eager to see how it can transform their operations and services.
Building on the Apolitical AI Readiness Framework, ARC helps you critically reflect on the mindsets, knowledge and skills you need to work with AI in government.
The assessment also provides access to a growing library of nearly 100 practical AI resources you can use to help with your work. We’ll keep the library updated on a regular basis too, so you can save it and keep coming back to it.
You and your team can take the self assessment regularly. By tracking your responses to the assessment questions over time, you can measure your progress and use ARC as a continuous professional development tool.
How to complete the self assessment
ARC has been designed to give you a fast, interactive and thought-provoking experience. It is a strategic capability that will help you gather a high-level assessment of your abilities across a range of areas. There are three pathways within the tool, each containing 20 questions. In total, it should take around 6 minutes to complete.
We’ve used a simple 'Yes/No' question design to incentivise a fast and intuitive self-assessment. There’ll be questions where you feel like you're ‘in the middle', which is to be expected. You can respond instinctively, based on whether you're closer to 'Yes' or 'No'. Choosing a clear response will help you prioritise where you most want to develop your abilities.
We’ve carefully selected the topics to build your awareness of important questions in the field of AI. The feedback is designed to help you initiate a practical and engaging learning journey in any of the areas you’ve identified gaps.
How we built this tool
ARC has been carefully designed to support public servants across all roles and levels of seniority. The tool offers three tailored pathways—Leader, Implementer, and User—reflecting the varied ways public servants may engage with AI in government. This structure has been adapted from the AI and Digital Healthcare Technologies Capability framework developed in 2023 by Healthcare Education England.
ARC uses Bloom’s Taxonomy, a widely-used pedagogical framework, to structure the assessment from foundational to advanced capabilities. The competencies assessed have been developed using multiple AI capability frameworks, including the AI Skills for Business Competency Framework (developed by the Alan Turing Institute, 2024), Artificial intelligence and digital transformation: competencies for civil servants (UNESCO, 2022) and the Competences and governance practices for artificial intelligence in the public sector (European Commission Joint Research Centre, 2024).
Your privacy and data
ARC is an anonymous self assessment tool. Participants are asked to identify the country where they work, so the questions can be adapted to your national AI readiness context. You may optionally provide further details about yourself, including your job title and organisation, which may constitute personal information. Apolitical collects and stores data relating to the responses to these questions, and we use this information to share aggregated insights about government AI readiness as part of the Government AI Campus. We will also make aggregated data available for other researchers to use, per the terms of our open data policies. Aggregated data and insights may also be shared with our partners, but we will never share or publish information from ARC about an identifiable individual.
