A free AI assistant that gives residents of condominium buildings plain-language guidance on their rights and responsibilities under Chile's co-ownership law.
Estación Central is a municipality in Chile with a high concentration of large residential towers and densely populated condominium communities. Around half its population, roughly 100,000 residents, lives in apartment buildings and condominium communities, and the municipality coordinates services across roughly 100 registered vertical communities.
The main challenge was the lack of knowledge about the Condominium Co-Ownership Law (Ley N° 21.442), the national law that sets out the rights and responsibilities of residents of large residential buildings and social housing complexes. Many residents were unfamiliar with their rights and responsibilities under the law, leading to recurring conflicts, governance issues, and difficulties managing densely populated housing communities. This knowledge gap negatively affected coexistence, community organisation, and the overall quality of life within these residential developments, a problem consistent with the municipality's strategic priority of addressing citizen security and coexistence through accessible, timely services.
We compiled all relevant legislation, training materials, regulations, and municipal ordinances related to condominium co-ownership and integrated them into a NotebookLM-based knowledge system, which we transformed into an interactive, AI-powered chat assistant.
We developed this solution because our municipality often depended on legal experts to answer residents' questions on co-ownership matters. We did not have exclusive access to a lawyer dedicated to supporting residents of residential buildings, and hiring specialised legal support represents a significant cost that most of Chile's 365 municipalities cannot afford. Likewise, many co-owners and residents lack the financial resources to obtain private legal advice.
This tool provides immediate, accessible, and user-friendly guidance, helping residents better understand their rights and responsibilities. It is managed by the Oficina de Comunidades Verticales (OCV), the municipal unit responsible for coordinating services and conflict resolution across roughly 100 registered vertical communities in the commune, which ensures the tool is maintained and updated as part of an ongoing institutional service rather than a one-off initiative.
The solution is particularly valuable in Estación Central, a municipality characterised by a high concentration of large residential towers and densely populated condominium communities, where co-ownership issues are frequent and often complex.
Among the 100 residential buildings directly supported by our program, virtually none had easy access to specialised guidance or a clear understanding of the Condominium Co-Ownership Law.
This solution helps democratise access to legal and governance information in an area where residents have historically faced social, economic, and civic disadvantages stemming from a lack of knowledge, thereby directly advancing the municipality's institutional mission of delivering timely, high-quality services that improve residents' well-being.

1. Economic impact
Residents are now better equipped to understand and challenge excessive common expense charges, identify irregularities, and exercise their rights regarding building administration and financial management.
2. Social and civic impact
Many residents were previously excluded from community decision-making simply because they did not understand the legal framework. The platform empowers them to participate more actively and confidently in assemblies, elections, and community governance.
3. Institutional impact
The municipality can provide immediate guidance without relying on the permanent availability of specialised legal professionals, reducing costs and improving service delivery. This is particularly important given that most municipalities lack resources to maintain dedicated legal support for condominium-related issues.
While the initial implementation focused on Estación Central, the challenge is national in scope. Similar knowledge gaps exist across Chile, indicating strong potential for replication and large-scale impact, benefiting hundreds of municipalities and millions of residents living in condominium communities throughout the country.
The project was developed within a context where municipalities often face significant resource constraints. In our case, we were unable to secure continuous access to a lawyer specialised in condominium co-ownership matters, which limited our ability to provide effective and timely guidance to residents.
The initiative was strongly influenced by Chile’s Condominium Co-Ownership Law, which serves as the primary legal framework governing residential communities. At the same time, recent advances in artificial intelligence created an opportunity to make this complex legal information more accessible to the public.
The project was designed to address a clear and growing need for legal knowledge among residents. In many cases, a lack of understanding of the law leaves people vulnerable to abuses, misinformation, and exclusion from decision-making processes within their communities. We believe that knowledge is power, and this solution helps democratize access to information that was previously difficult or costly to obtain.
By leveraging AI, the municipality was able to bridge a gap in legal guidance, providing residents with immediate access to information and empowering them to better understand and exercise their rights under the law.
