As part of the Government AI Campus, Apolitical has released its latest AI Insights Briefing, providing learnings for leaders on the current state of AI preparedness in government. The briefing draws on data from the AI Readiness Check; the largest, most comprehensive global dataset on government AI capabilities.
Nearly 5,000 public servants around the world completed the AI Readiness Check in 2025, providing a unique insight into where governments need to strengthen capabilities. The data, gathered and examined in this new Insights Briefing, reveals a growing gap between individual adoption and institutional readiness.
Top insights from the Briefing include:
AI continues to grow in governments globally. 76% of public servants say they are using generative AI tools.
70% of leaders say their organisations are running AI pilots (or plan to in the next 12 months).
But the foundations for safe and scalable AI aren’t there yet.
Only 26% of ‘AI Implementers’ – public servants who design and deliver AI solutions in government — say they are familiar with frameworks for ethical AI.
41% of leaders say their organisations have developed a plan to procure AI systems and solutions.
36% of leaders say their organisations are making their data ready for use in AI solutions.
In addition to insights from the data, the briefing provides recommendations to leaders and governments on how to strengthen AI capabilities in 2026; from supporting public servants in exploring more innovative uses for AI, to upskilling ‘Users’ and ‘Implementers’ to ensure that AI is delivered safely and effectively at scale.
