Project intake can be severely hindered by outdated, manual methodologies that lack centralized oversight. The absence of a standardized entry point results in inefficient resource allocation, allowing low-value projects to drain capacity and fostering a culture of "work before the work" where the loudest voice dominates prioritization.
The Octopus Triage System, an AI-powered intake and prioritization platform intends to modernize this approach. The system integrates the Gemini API to automatically analyze and route project descriptions to the correct technical teams. The system leverages a Weighted Shortest Job First (WSJF) model to objectively score and prioritize submissions against key municipal value pillars—such as Council Priorities, financial savings and risk reduction—while generating early complexity and cost estimates. This automated framework ensures resources are objectively directed toward high-value municipal initiatives. Developed using open-source tools within the City's existing budget.
The system enables efficient, scalable and data-driven project prioritization, ensuring resources are allocated to high-impact initiatives, while reducing manual administrative burden.
