Generative AI can support faster and more accurate handling of labor inspections and grievance cases, help citizens easily understand labor laws, thereby establishing labor law compliance practices and significantly strengthening the protection of vulnerable workers.
Despite strengthened labor inspections and labor law education/consulting to protect workers, labor law violations such as wage arrears persist, with the resulting harm concentrated on vulnerable workers like those in small businesses and young job seekers. These persistent labor law violations stem from a shortage of labor inspectors (approximately 2,000) relative to the number of workplaces (about 2 million) and the volume of complaints received by the Ministry of Employment and Labor (approximately 400,000 cases annually) regarding issues like unpaid wages. Furthermore, the complexity of labor laws themselves makes it difficult for employers and HR personnel to comply, which also contributes to the continuation of these violations.

Accordingly, the Ministry of Employment and Labor is pursuing a project to build an AI support system for labor inspectors, envisioning "an AI labor law expert available 24/7 for all citizens" and "an AI colleague with 30 years of labor inspection experience for every labor inspector."
The four functions of the Labor Inspector AI Support System are Kakaotalk AI Labor Law Consultation (QR code on the right), Petition Submission Support, Interactive Reference Material Search, and Document Dialogue. Anyone can access the service via smartphone or PC at 'https://ai.moel.go.kr' to try it out. (Excluding 'Document Dialogue', a service exclusive to labor inspectors)
Kakaotalk AI Labor Law Consultation is a service where citizens can ask questions in natural language via Kakaotalk about wages, working hours, and unemployment benefits, and receive natural language responses based on laws, precedents, and official Q&A. Complaint Submission Support is a service that assists in preparing thorough complaints and enables labor inspectors to handle cases swiftly and accurately. When submitting various labor cases, such as wage arrears or workplace harassment, to local employment and labor offices, AI conducts conversations with the complainant to verify basic facts by case type, replacing the labor inspector. Reference Material Interactive Search is a service that instantly displays the relevant page of a manual when citizens ask questions in natural language. It also allows convenient searching of statutes, case precedents, and responses to inquiries through conversation with AI. Document Dialogue is a service that summarizes statements from complainants, suspects, and witnesses spanning dozens of pages and analyzes the key issues.
This project processed laws, manuals, and actual counseling data to create high-quality AI training data. Considering task difficulty and infrastructure, this project utilized various large language models (LLMs) such as ChatGPT, Llama, and MAAL (Mind AI's proprietary LLM).
After unveiling the AI support system for labor inspectors at the 2024 Korea Government Expo in November, 2,528 citizens used the Kakaotalk AI labor law consultation service 11,682 times over the following month.
In March 2025, the Ministry of Employment and Labor signed a "Business Agreement for AI Transformation in Employment and Labor Administration Focused on Vulnerable Workers" with the Korea Certified Labor Consultants Association. It formed an AI Labor Law Consultation Improvement Support Team comprising 173 certified labor consultants to enhance the accuracy of AI labor law consultation services and expand the consultation scope to cover the entire Labor Standards Act, childcare support systems, and industrial accident prevention.
Furthermore, the Ministry is focusing all efforts on its AI transformation by conducting studies to identify new AI service demands in employment and labor administration, analyzing the costs and benefits of an AI support system for labor inspectors, and researching proof-of-concept for ontology- based AI service development.
