This project was implemented to efficiently and proactively identify welfare blind spots and streamline the welfare delivery system.
The AI-powered initial counseling service provides AI-based initial counseling to high-risk households vulnerable to power, water, or gas disconnections (selected based on big data) and welfare crisis subjects reported via the welfare crisis alert app. This supports access to necessary welfare services or benefits.
The wide range of social security programs, combined with complex eligibility criteria, has resulted in persistent cases in which individuals fail to receive welfare benefits due to a lack of awareness of the system. This project was implemented to efficiently and proactively identify welfare blind spots and streamline the welfare delivery system.
Individuals identified as welfare crisis cases through big data analysis of utility disconnections (electricity, water, gas) and reports via the welfare crisis alert app receive preemptive SMS notifications. AI then initiates an initial consultation call to the individual. During the call, the nature of the crisis and welfare needs—such as health, economic, employment, housing, and safety—are assessed. The consultation results are then transmitted to the responsible local government official.
Based on the AI initial consultation results, the local government reviews and provides in-depth counseling and necessary welfare service support.
Following pilot operations in select local governments starting December 2023, the service was fully launched nationwide across all 229 local governments starting November 2024. In 2024, initial AI consultations were provided to 220,000 people, with plans to expand to 500,000 people annually in 2025.
By utilizing big data analysis, AI initial consultations, and welfare crisis alert apps, this project can more swiftly identify households in crisis. By linking scattered public and private welfare resources and services to provide necessary support, this project can eliminate welfare blind spots and strengthen the welfare safety net. Furthermore, AI phone consultations will support initial counseling tasks, and data-driven rapid customized welfare services are expected to enhance administrative efficiency.
