The US town of Rochester has boosted employment by offering to provide a manufacturer with highly skilled graduates if it opened a factory there. Rochester and the aerospace manufacturer jointly designed an award-winning training centre at the local community college, and every member of the first graduating class was hired into industry. It has also helped the town develop a reputation as attractive to business.
