Who wrote this report?
The Bulgarian Institute of Public Administration (IPA) was established in 2000 as part of administrative reform in the context of Bulgaria’s forthcoming EU accession in 2007. The mission of the Institute is to conduct training and research for the development of a professional civil service, as well as to strengthen the capacity of public institutions to meet the challenge of developing and implementing modern public policies.
The Engagement Barometer is an annual national survey based on the British Civil Service People Survey, and uses the methodology and analytical tools of the latter in order to benchmark the results of the Bulgarian public administration with those of the British. The survey provides data about the key drivers of employee engagement and supports the efforts of public administration professionals towards reforming the human resources management (HRM) processes in the public sector.
