Portland has created skilled jobs in the construction sector for women and ethnic minorities by banning demolition of old homes. The new regulations require that homes built before 1916 be deconstructed, rather than demolished. Deconstruction is an arduous, labour-intensive process that requires workers with specialised training. The regulations have therefore led to increased demand for construction trainees. Portland’s authorities have addressed this demand by creating a free training programme targeted at those that usually face challenges entering the industry.
