Improving Service Delivery in Cities: Lessons from Kigali

Working as a Service Delivery Quality Assurance Officer at the City of Kigali has shown me that effective public service delivery is built on more than procedures and targets. It is built on people, trust, and continuous learning.

At the local government level, citizens interact directly with public services—whether they are seeking permits, accessing social services, or requesting support. These everyday interactions shape how people perceive government. My role involves monitoring service delivery, identifying gaps, and working with teams to ensure services meet expected standards while responding to real citizen needs.

One of the most important lessons from this work is that quality assurance must be practical and citizen-centered. Data and checklists are useful, but they are most powerful when combined with direct feedback from service users. Listening to complaints, observing service points, and engaging frontline staff often reveals simple improvements that can significantly reduce delays and frustration.

Digital tools have become increasingly important in this process. They help track performance, identify recurring challenges, and improve accountability. However, technology alone does not solve service delivery problems. Strong coordination, clear communication, and skilled public servants remain essential to turning data into action.

Service delivery is a continuous process of improvement rather than a one-time achievement. Cities, especially fast-growing ones like Kigali, must adapt quickly to changing demands while maintaining quality and fairness. Sharing experiences across governments helps us learn faster and avoid repeating the same mistakes.

By focusing on citizen experience, using data responsibly, and strengthening the skills of public servants, local governments can build services that are not only efficient but also trusted. I hope these reflections contribute to ongoing conversations on how cities can deliver better outcomes for the people they serve.
