Since the launch of the Diia portal in 2019, this project has evolved into a full-fledged ecosystem: from the first electronic documents to comprehensive services for people and businesses. Today, Diia covers 22.9+ million users in the app, over 150 services on the portal, 65+ services in the mobile app, 33 digital documents, and 25,000+ partners. The portal has over 6+ million user accounts registered.
Just a few years ago, the idea of a "state in a smartphone" sounded more like an ambitious slogan than a real possibility. Today, Diia has become a comprehensive ecosystem of digital services that is changing how citizens interact with the state.
This is a story of how a digital product grew into a modern infrastructure of trust that helps people in their daily lives, supports businesses, and withstands the challenges of a full-scale war.
The First Steps Towards a Digital State
The launch of Diia in 2019–2020 marked a new digital era for Ukraine. For the first time, the most important identity documents appeared in a single app: the ID card, foreign passport, driver's license, vehicle registration certificate, civil liability insurance, student ID, tax number, and certificate for internally displaced persons.
At that time, passports in a smartphone were legally equated to physical ones, a world first.
Gradually, the Diia team integrated new features: online registration for entrepreneurs, tax services, and a digital signature. Ukrainians saw that the state could be fast, understandable, and convenient. This experience set the pace for further development: it was not just about automating paper procedures but creating a full-fledged, logical, and consistent state service.
From an App to an Ecosystem
Diia has grown from a mobile app into a full-fledged ecosystem of digital services in just a few years. It is integrated into hundreds of life situations.
Today, Ukrainians use Diia to:
Access and share digital documents in banks, post offices, with mobile operators, government agencies, and even in theaters.
Sign documents using Diia.Signature. It has already been used over 83 million times for applications, contracts, agreements, and official requests, replacing traditional qualified electronic signatures (QES). Over 6.9 million Ukrainians have activated Diia.Signature.
Register a marriage online. With over 17,700 submitted applications, 13,683 couples married, and more than 2,8 million proposals.
Register a child through e-Baby, a comprehensive service that combines a number of registration procedures (from birth certificates to social benefits).
Start their business with the e-Entrepreneur service, which has combined 10 key business services, including sole proprietorship (SP) registration, opening a bank account, and submitting notifications to government agencies.
Receive assistance from the state and international partners through the e-Support, e-Recovery, and e-Work programs, from state aid payments to housing reconstruction and business grants.
Military exemption of critical enterprise specialists who provide Ukrainians and the Armed Forces with communication, energy, transport, medicine, and produce strategic goods.
Record crimes committed by the Russian army in the International Register of Damages. This tool allows for documenting property destruction for future compensation.
Use a multi-account on the Diia.Card to receive state payments and pay for benefit programs.
Moreover, Diia has become a digitalization tool for thousands of companies and government agencies. The largest partners include market leaders such as Nova Poshta, Ukrzaliznytsia, Monobank, Vodafone, Franko Theater, robota.ua, AUTO.RIA, and over 500 other organizations that have integrated Diia.Signature in their processes.
Thanks to the integration with Diia, Ukrainians can get verified and open an account in 48 Ukrainian banks in minutes (the record is 94 seconds), register for the national multi-subject test (NMT) without manual data entry, confirm car ownership when selling, or even get additional bank account protection in Monobank. Each integration means less paper, faster document flow, and more convenience for millions of users.
Today, Diia is integrated into 25,000+ government agencies and businesses, and documents have been shared through the app over 52+ million times.
Thus, Diia has moved far beyond being a simple digital wallet for documents and has become the primary tool for digital interaction between Ukrainians and the state.
The Launch of Digital Services
2021 was a year of achievements for the digitalization of services in Ukraine. Diia reached an international level, and Ukrainians could use their digital driver's licenses on par with physical ones. Viewing vehicle registration certificates and canceling the "proper user" status in a few clicks also appeared.
The main challenge of the previous year was the pandemic, and Diia offered a solution: COVID certificates on smartphones. From then on, Ukrainians could confirm vaccination, a past illness, or a negative test in a few clicks and obtain a child's certificate for safe travel.
The foundation for further expansion of digital capabilities was strengthened, and the final transition to a paperless mode began.
2022 — The Test of War
The full-scale war became Diia's biggest test. The app was transformed into an operational interaction and communication channel between the state and citizens. With the start of the invasion, the Ministry of Digital Transformation quickly adapted to the circumstances, and Diia became a real helper for Ukrainians.
Through Diia, Ukrainians received e-Support payments for internally displaced persons, submitted applications for compensation for damaged housing, and shared information about the movement of enemy equipment via the e-Enemy chatbot. The e-Document and a certificate of residency appeared in the app. The e-Work project, a state grant program for small and medium-sized businesses, was also launched.
Diia proved that a digital state means convenience, resilience, and trust all at once. Thanks to the app, millions of people quickly received support at a critical moment, and the state heard its citizens.
Ecosystem Development
In the context of the full-scale invasion, the Diia team constantly expands the list of services.
Key innovations in recent years include:
e-Recovery: a compensation program for destroyed or damaged housing.e-Work: grants for small and medium-sized businesses.
Veteran support: special digital services for military personnel and their families.
Financial instruments: the sale of military bonds through the app (already totaling over 8.5 billion hryvnias).
Educational services: the processing of support programs and certificates for education.
In 2023, e-Recovery was launched to help Ukrainians rebuild their destroyed homes faster. The Car Sharing service was expanded to allow for the cancellation of the proper user status in the app, and the Deposit Refund service was added, enabling clients of bankrupt banks to receive compensation in a few clicks.
2024 marked a new stage in the digitalization of public services. One of the most popular services is Marriage Online in Diia. Educational grants were introduced, and over 14,000 students have already received compensation. The number of documents in Diia also increased: a veteran's ID, marriage certificates, and name change records were launched. Under the Winter e-Support program, 14.8 million people received a one-time payment for utility services, and the National Cashback program is currently used by over 4.5 million citizens and 1,700 participating manufacturers.
The e-Entrepreneur complex was created for businesses. It combined 10 services for registering a business in minutes: SP services, account opening, fire declaration, information about job vacancies, and more. A military registration document was also developed, already generated by over 293,000 people.
As a result, Diia has become a digital entry point for most life situations, from registering a child's birth to starting one's own business.
What We Are Working On and Planning for 2025–2026
The Diia team is actively working on new services that will soon be available to Ukrainians:
AI Assistant: The world's first national AI assistant will appear on the Diia portal to provide public services. The first AI-based service will be income certificates. Writing a request in the chat will be enough, and the artificial intelligence will help get the certificate. The AI will also advise on services and help choose a service for a specific life situation.
Apostilled Criminal Record Certificate: In cooperation with the Ministry of Internal Affairs, they are working on enabling users to order a criminal record certificate with an apostille in Diia and have the document delivered.
Basic Social Assistance: A comprehensive service that will combine all social payments into one. Payment amounts will be calculated individually, and all that will be required is to submit an application in the app.
Veteran PRO: A comprehensive service for veterans and their families in Diia. With a single application, a person will be able to receive the status of a person with a disability due to the war, financial aid, social services, and benefits. The launch is planned for the fall.
The Philosophy of a Service-Oriented State
Behind every new service in Diia lies a philosophy: citizens should not have to waste time on bureaucracy. If it can be automated, it should be. If a service can be obtained in a matter of hours, we make it happen. An example is online booking for businesses: what used to take weeks and months is now resolved in a few hours.
Public services can be as simple as ordering a taxi. This is a new culture of relationship between people and the state.
International Dimension
Today, Diia is an ecosystem that has gone beyond Ukraine. Ukraine's partners and friends from all over the world are interested in the Diia experience as a scalable model. Our ecosystem is becoming an example of how a digital infrastructure of trust can be built even in the most difficult conditions.
An important step will be integrating Diia into the European digital document infrastructure. The Diia team is already preparing to enter the EU's single digital space so Ukrainians can use their digital wallet to store documents and receive services in Ukraine and abroad.
Digitalization is a new quality of the state — a new philosophy of interaction between the state and the citizen. Diia has changed attitudes towards public services, showing that they can be convenient, fast, and human-centered. And this is only the beginning: more changes and new services are coming.
