As downtown Seattle becomes unaffordable, the city is giving developers low-interest loans to build cheap homes along a vast expansion of its transport network. Its fund has been raised from a combination of government and private backers, and expects to finance 500-700 new homes in its first round. As the loans are paid off, the money will be cycled back in to help build more affordable housing.
