Introduction
In 2020 the Ministry of Digital Transformation of Ukraine launched an ambitious journey to build a truly digital state. Ukraine became the first country in the world to introduce official electronic passports and now holds the record for the fastest business registration process globally. It was also the fourth country in Europe to implement digital driver's licenses and among the first worldwide to have its COVID-19 certificates, issued via the Diia app, officially recognized by the European Union.
The Ministry’s overarching mission is to create the most user-friendly government for citizens and tech businesses. Today, over 22.6+ million Ukrainians use the Diia mobile app, which offers 30 digital documents and more than 40+ online services. On the Diia web portal, users have access to over 125 digital public services, supported by more than 5,8+ million individual user accounts.
By 2024, Ukraine ranked 5th globally in the United Nations E-Government Development Index (EGDI) for digital public service delivery — a remarkable achievement, given the country’s 97-place leap in just six years.
In 2020, the Ministry of Digital Transformation made Ukraine one of the first countries to officially introduce the position of Сhief Digital Transformation Officer. The role of CDTO is new in Ukraine, and nearly 1,500 digital leaders are needed to lead digital reforms at all levels of government.
A natural next step in this digital transformation was the creation of CDTO Campus — a national GovTech educational project dedicated to training Chief Digital Transformation Officers and their teams who will implement digitalization at all levels of government across Ukraine.
What Is CDTO Campus?
CDTO Campus plays a pivotal role in this digital transformation, preparing a new generation of digital leaders to innovate public administration and enhance digital services. A primary mission is to equip the public sector with skilled specialists capable of driving digital transformation and implementing cutting-edge technological solutions.
Building on the shared vision of both Deputy Vice Prime Minister for Innovations, Development of Education, Science and Technologies — Minister of Digital Transformation of Ukraine Mykhailo Fedorov and Advisor to the Deputy Prime Minister — Minister of Digital Transformation of Ukraine on Innovations, Digitalisation and Global Partnerships Valeriya Ionan, CDTO Campus was launched as a national educational initiative to develop and support digital leaders at all levels of government.
After analyzing more than 200 digital programs worldwide, we created CDTO Campus — a unique educational project for training Chief Digital Transformation Officers.
Unlike most short-term or narrowly focused initiatives, CDTO Campus offers long-term, comprehensive programs tailored specifically for the public sector. They are immersive learning experiences that combine hard and soft skills, hands-on training, and real-world applicability.
Our programs are led by practitioners who work directly in the field — from cybersecurity operations to digital policy — ensuring that all knowledge is up to date, relevant, and grounded in practice. We go beyond technical expertise to develop public sector leaders with critical thinking, strategic vision and communication skills.
CDTO Campus is implemented by East Europe Foundation, funded by Visa Foundation, the Federal Ministry for Economic Cooperation and Development of Germany (BMZ), and supported by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, in cooperation with the Digitality GovTech Center of Excellence, under the auspices of the Ministry of Digital Transformation of Ukraine. The technology partner of the space is Cisco.
The Faculties and Programmes
CDTO Campus provides comprehensive programs for public sector professionals and private-sector leaders transitioning into government roles. Additionally, specialized partnership programs offer deep dives into critical digital topics in collaboration with global industry leaders, such as Google, Microsoft, AWS, Cisco, Apolitical, UNDP, OSCE, the McCourt School of Public Policy at Georgetown University, and others.
Our partner programs are fully customized for our target audience — public sector professionals in Ukraine. These are created in close collaboration with top-tier global institutions to ensure relevance, applicability, and impact in the local context.
In addition to partnerships, we also develop our own custom programs based on the practical experience of Ukraine’s most successful digital transformations. These custom-designed programs last 5–6 months and provide a complete foundation for becoming a digital transformation leader in government. Some of these programs focus on leadership and strategic vision — equipping participants with the mindset and tools to drive systemic change. In 2024, we successfully delivered one such custom leadership program in partnership with McCourt School of Public Policy at Georgetown University.
CDTO Campus provides training through four specialized faculties:
The GovTech Faculty provides training on applying modern digital solutions in public administration and service delivery.
The Cybersecurity Faculty offers education in data protection and the mitigation of contemporary cyber threats.
The AI Faculty provides training on integration of artificial intelligence into government processes.
The Diia Faculty provides training to strengthen the Ministry of Digital Transformation’s ecosystem by advancing professional capacity, fostering innovation, and cultivating a culture of strategic collaboration and adaptability.

Our programs go beyond traditional training or purely technical skills — they empower public sector leaders with the strategic vision, and leadership skills needed to drive meaningful change.

The lecturers are industry leaders with extensive practical experience in driving digital transformation initiatives within the public sector. We collaborate with Ukrainian experts and distinguished international specialists in digitalisation from the USA, Canada, the UK, Estonia, Poland, and beyond, bringing a rich and diverse global perspective to our programs.
The learning format is flexible, combining online sessions, interactive modules, live lectures, and practical case studies. Training sessions are held both virtually and in person, adapting to participants’ schedules and availability. Training is delivered in a hybrid format, supported by the CDTO Campus Mobile App for interactive learning. A physical Campus in Kyiv serves as a hub for in-person collaboration and networking.
CDTO Campus students are change-makers — civil servants, community leaders, digital advisors, as well as representatives of civil society and business who are transitioning into the public sector to drive digital transformation. Beyond education, CDTO Campus is building a global community of digital transformation leaders, shaping the future of efficient, innovative, and transparent governance.
One Year of Impact: Scaling Digital Leadership Across Ukraine
CDTO Campus has already built a strong national presence and impact. With over 7,125 applications received and 932 graduates to date, it has established itself as a central hub for digital transformation leadership in Ukraine. Our students and alumni are active CDTOs and public sector leaders who are implementing real reforms — shaping smarter services, driving innovation, and advancing Ukraine’s digital agenda at every level of government.
Our core goal is clear: to develop and empower a new generation of digital leaders — professionals who take on official roles in government and drive forward systemic digital change. CDTO Campus is not just about education — it's about creating tangible shifts in how the government works.
Many of our students are already spearheading impactful initiatives across the country.
Here are some examples of what our graduates have delivered: a mobile app with integrated city services and enhanced cybersecurity, a platform for data collection and analysis, AI for statistical verification, and an AI assistant for internal communications to help staff better understand innovation.
Through more than 20 specialized programs delivered so far, CDTO Campus continues to provide targeted learning experiences aligned with national priorities, preparing leaders to meet today’s challenges and build the digital state of tomorrow.

After proving the power of digital transformation under the toughest of conditions — during a full-scale war — we’re now ready to share Ukraine’s unique expertise with the world. Our approach is already generating international interest, and we’re developing tailored programs for foreign governments and international organizations that want practical solutions, bold thinking, and real impact.

Participants dive into cybersecurity, AI, data, and digital strategy — all guided by experienced mentors and supported by a strong, values-driven community.
A Methodology Built for Real Impact
At CDTO Campus, learning is grounded in real-world challenges and focused on practical outcomes. Our methodology combines leading global practices with the urgency and complexity of Ukraine’s digital transformation, creating a fast-paced, immersive learning environment where participants solve real problems from day one.
One of our core approaches is the design sprint — an intensive, hands-on format where participants develop service prototypes based on real briefs from government institutions. Through teamwork, iteration, and expert feedback, they sharpen their ability to design, test, and present viable digital solutions under pressure.
Task-based learning is another cornerstone of our methodology. Participants conduct real user interviews, analyze stakeholder needs, and translate raw insights into concrete product requirements. This process strengthens their data analysis, synthesis, and critical thinking — essential skills for any digital leader.
Throughout the programs, participants work in collaborative teams, pitch digital product ideas, and refine them through expert mentoring. Trainers and mentors — including CDTO Campus faculty and field professionals — provide strategic and technical guidance every step of the way.
Simulations and role-playing sessions prepare participants for high-stakes scenarios, from crisis response to policy negotiations. These interactive modules build leadership capacity and strengthen communication under pressure.
The case method further grounds learning in real-life digital transformation challenges. Participants work on public sector cases in teams, applying their knowledge to design prototypes and propose system-level solutions.
Post-program support is a key part of our approach. Graduates continue to receive one-on-one or team-based consultations from subject matter experts, helping them refine and implement their projects. They also gain access to a vibrant alumni network and new opportunities for advanced training and collaboration.
